Twice rejected by ISSB for intermediate/graduate (PMA/Graduate/Equivalent) and once rejected by ISSB or GHQ/NHQ/AHQ based selection boards; OR Once rejected by ISSB for intermediate/graduate (PMA/Graduate/Equivalent) and twice rejected by ISSB or GHQ/NHQ/AHQ based selection boards
